From veterans who have personally received care packages to professionals who advocate for our troops, every board member brings a unique perspective, unwavering commitment, and deep passion for the Forgotten Soldiers Outreach mission.

LEADERSHIP

Lynelle Chauncey Zelnar 

Founder & Executive Director

Lynelle founded Forgotten Soldiers Outreach in 2003 after learning that a deployed soldier in Iraq, and his entire squad, were receiving little to no support from home. What began with one care package became a national mission. Featured on Good Morning America in 2004, FSO officially became a 501(c)3 nonprofit.  

Christopher D. McCarthy

Chairman

A Marine Corps veteran, Chris served 13 years with six combat deployments before becoming one of FSO’s “We Care” package recipients. Chris understands the impact firsthand and has served on the board since 2015.

Chuck Debevec

Vice Chairman

A U.S. Marine Corps veteran, Chuck has been involved with FSO since 2004. His son was one of the first care package recipients, and Chuck brings deep commitment and community insight to the board.

C. Annelies Mouring

Secretary

Annelies has practiced law in Palm Beach County for over 20 years and joined the FSO board in 2006. She actively serves in various civic and lineage societies at the state and national level. 

Arthur Snow

Treasurer

Art became involved with FSO in 2005 after his son, Sgt. Andrew Snow, received care packages.

Jay Cashmere

Director

An Emmy-nominated WPTV anchor, Jay has been involved with FSO since 2004. He is the organization’s immediate past Chairman and remains a dedicated advocate for the mission. 

Walter Brown

Director

A U.S. Army Reserve veteran and early care package recipient during deployment to Iraq, Walter became a board member in 2018. 

Mike Trim

Director

Mike served in the U.S. Navy aboard the USS McFaul before pursuing journalism. Now a news anchor at WPTV and WFLX, he has been a longtime supporter and emcee of FSO’s Hero’s Toast fundraiser and other events. Mike joined the board in 2020. 

William Y. Arcuri

Director

A U.S. Air Force POW, Vietnam veteran, Purple Heart recipient, and Distinguished Flying Cross honoree, Bill joined the board in 2018 and brings years of systems engineering and military service expertise.

LeeAnne LaBanz

Director

LeeAnne is a Trustee of the Stiles-Nicholson Foundation and brings over three decades of investment and philanthropic experience to her role. She joined the board in 2023.

Kate Arrizza,

Director

A Navy veteran and civic leaderShe joined the board in 2023. Her numerous accolades include the West Palm Beach Hometown Hero Award and “40 Under 40” recognition.

Traci L. Caicedo,

Director

Traci retired after 32 years of service in the Florida Army National Guard and is a former FSO care package recipient. She currently serves as a Soldier and Family Readiness Specialist in West Palm Beach. She joined the board in 2024.

Meet Our Staff

Susan Hill

Executive Assistant (Since 2021)

 A retired elementary educator of 36 years, Susan began volunteering with FSO after learning about its mission on a local news segment. She now plays a key role in day-to-day operations. 

Tara Louis

Finance Manager (Since 2014)

Tara ensures financial oversight and grant compliance while supporting the mission through strategic operations. 

Gina Yeisley

 Social Media Director (Since 2016) 

Gina retired as a Captain in emergency services and law enforcement. She began volunteering after her nephew deployed with the Navy, and now leads FSO’s digital outreach efforts to engage donors and share the impact of the mission.
